Medical Surgical Prime Vendor (MSPV)

Unlike other contracts, purchasing under MSPV does not occur through ADCO. Instead, purchases are made through your VISN-assigned prime vendor. ADCO delivers stock orders to the robust distribution network of these prime vendors across the country, ensuring a consistent and reliable source of supply for the critical and essential supplies needed for your facilities.

Although there are six awarded prime vendors under MSPV, Medline is currently the Prime Vendor for all VISNs except VISN 10, which is covered by Concordance. For information on VISN assignments and awarded Prime Vendors, please visit the VA’s MSPV page at https://www.va.gov/opal/sac/mspv.asp

The Medical Surgical Prime Vendor (MSPV) Product List changes monthly due to the diligent work of the MSPV contracting team, which provides a diverse selection of Medical, Surgical, Dental, Lab, and Environmental Management Supplies (EMS). As such, the best way to see what is available across the entire MSPV program is to refer to the current product list available for download on the MSPV website (https://www.va.gov/opal/sac/mspv.asp). However, specifically for Audiology, ENT, Speech Language Pathology (SLP), and Primary Care needs, our website provides a comprehensive, visual summary of our current BPA offerings through this program. When a product available on MSPV has been identified for procurement, the PVON (Prime Vendor Order Number) for that item will be needed to locate and order it through your Prime Vendor. Every facility and agency has its own purchasing requirements and approvals needed for the acquisition of medical supplies and other products. However, in accordance with VHA Directive 1761, dated December 30, 2020, valid through the recertification date of December 31, 2025, use of the program is mandatory for all VAMCs. Additionally, in accordance with VHA Office of Acquisitions Manual Part 808.004-70, effective April 15, 2024 (which implements VAAR 808.004-70(b)), strategic sourcing contract vehicles, including the MSPV distribution contracts, are mandatory for VHA Contracting Officers and Ordering Officials.
